Moriarty, Hutchison, Miller New Law Protects Manufactured Home Residents from Sharp Rent Hikes

We’re happy to share that S2953/A3361 has officially been signed into law. This is a major step forward in protecting thousands of New Jersey residents who live in modular and manufactured homes.
For the first time statewide, annual rent increases for the land under modular and manufactured homes will be capped at 3.5%. This helps keep housing costs stable for families, retirees, and people on fixed incomes who already own their homes but pay rent for the land beneath them.
The law is designed to be fair: landlords can still apply for an exception through the Department of Community Affairs if they can show they need higher increases to cover big repairs, property taxes, or improvements. This keeps communities safe and well-maintained without putting tenants at risk of sudden, unaffordable rent hikes.
Many residents are seniors, retirees, and low-income families who rely on these homes as one of the last truly affordable options. Moving a manufactured home can cost between $10,000 and $15,000, which is far beyond what most families can afford. Protecting residents from excessive rent increases helps prevent displacement.
